Requirement
Status: Approved and Implemented
As a result of
feedback from course participants and after thorough research,
analysis, discussion and Beta Testing, the Certification Board of
Governors (CBG) and Ethics & Professional Standards Committee (EPSC)
unanimously recommended that ETC (IIEI-320) be added as a
requirement for the Certified US Export Compliance Officer®
(CUSECO® ) Program. The CBG approved this initiative
early in 2005. The requirement was effective July 1st,
2005
Individuals who
currently held CUSECO® status were required to complete
the ETC course as part of their annual recurring Continuing
Education Unit requirements no later than January 1st,
2007. As part of this effort, the ETC course was also thoroughly
revised with much greater emphasis on case-based situations and
related short-answer questions.
The CBG determined
this course was an essential element in the dynamic and demanding
international trade compliance regulation-driven environment.
Ethical issues, values and related decision-making are crucial
determinants that are better addressed and learned in a benign
non-threatening environment before being encountered in real world
situations that could dramatically impact individuals and employers
with far greater costs and consequences.
In light of
scandals with Enron, WorldCom and Health South, the ETC course lays
invaluable groundwork to help professional practitioners make the
right ethical and trade compliance decisions. Through ETC,
participants also gain a broader appreciation for the impact
unethical trade compliance actions have on US national security and
economic interests and how one person's untrained decisions can
significantly impact an otherwise compliant organization.

This requirement
continues to be monitored and reevaluated by the CBG and EPSC to
ensure goals are met on an ongoing basis.
