Based on feedback
from students, industry practitioners and members of the trade
compliance consultant, enforcement and legal communities, consideration
by the Certification Board of Governors (CBG) Ethics & Professional
Standards Committee (EPSC) for a Certified US EO (CUSEO) Program
is underway. Many trade professionals indicate such an effort
is overdue and that a significant number of EOs may be empowered
in name only--not strictly meeting the International Traffic in
Arms Regulations, Part 120.25 criteria.
The CBG will
take an integrated approach to educate EOs on their day-to-day
trade compliance responsibilities to make certain they have in-depth
understanding of the International Traffic in Arms Regulations,
Export Administration Regulations and other US laws that govern
international transfers of defense articles, dual-use items and
related sensitive technologies. The EPSC will develop and refine
CUSEO standards, knowledge requirements and training content.
The EPSC will
work with the trade industry and US Government in developing and
refining criteria for this effort. Once the EPSC’s recommendation
is complete, the EPSC will present a proposal to the CBG for review,
approval and implementation. Once implemented, the CBG and EPSC
will monitor and assess results of this initiative and the CUSEO
Program’s standards, knowledge requirements and training
content and make changes as/if necessary to insure goals are met
and that the curriculum remains relevant and current.
