BIOGRAPHY - Richard H. Seamans Certified US Export Compliance Officer®

Mr. Seamans a trade compliance professional with over 20 years experience. He has implemented all facets of export compliance programs in industry and currently as a consultant. He has given over 200 trade compliance training presentations during his career and is an instructor and course developer of senior college level trade compliance courses at the International Import-Export Institute (IIEI).
Mr. Seamans was with Motorola where he held a number of international positions until he took an early retirement in 2002. He had business roles for the Asia and Pacific region, Latin America, and the Near East and Middle Africa areas. He also managed the Communications business International Physical Distribution function including a 75,000 sq. ft. distribution center. In 1984 he took the role of implementing and managing the Motorola Communications business world wide export control program including 84 foreign consignees meeting the requirements of the Department of Commerce (DOC) Distribution License (now Special Comprehensive License) and later implemented and managed export control programs at the Motorola Cellular businesses meeting the requirements of the DOC Distribution License, the Department of State Distribution Agreement and technology controls for “Deemed Exports”.
Mr. Seamans has worked directly with the United Kingdom’s Department of Trade and Industry and Japan’s Ministry of International Trade and Industry (now Ministry of Economy, Trade and Industry) to present control language changes to the Wassenaar Arrangement “Dual Use List” Category 5 Part 1 Telecommunications paragraph 5.E.1.b.3. He also collaborated with US cellular equipment and software companies to present a unified voice to the DOC Bureau of Industry and Security on this matter. The changes were agreed on by the Wassenaar members in May 2002 and published in the Federal Register on March 3, 2003. Over the years he has worked with the DOC on other recommended changes in Telecommunications and Information Security.
Mr. Seamans attended US Army Signal Corps and Air Defense schools while serving in the military. He received a BSBA with concentration in Management from Colombia College, MO., and a MBA from the Keller Graduate School of Management in Chicago.
Mr. Seamans’ current affiliations include the IIEI, the Society for International Affairs, the International Compliance Professionals Association, and the International Trade Association of Greater Chicago.
