BIOGRAPHY – Patrick Donovan (As of June 1, 2008)
Patrick J. Donovan was appointed Vice President, Chief Compliance Officer, by the Executive Committee of Airbus S.A.S. beginning in June 2008. He now reports directly to the Chief Executive Officer of Airbus. Airbus S.A.S. is the world’s premier manufacturer of civil and commercial aircraft seating over an hundred passengers. Prior to his appointment at Airbus, Mr. Donovan was the Director, Import/Export Controls at Intelsat Global Service Corporation, Washington, D.C. Intelsat is a pioneer in satellite communications and a leading provider of global communications services that connect people and businesses everywhere. In that position, he managed and directed corporate import/export control policy, trade licensing, the corporate trade compliance program, trade and regulatory government relations efforts, terrestrial asset management, the physical movement of goods, and corporate agency agreements. Mr. Donovan was employed with Intelsat starting in May 2000, when he was brought on board to assist in transforming an intergovernmental treaty organization into a private corporation. In his last year with Intelsat he was one of the principal leads in setting up a wholly owned subsidiary for Intelsat to deal with government and military business. Patrick J. Donovan was initially appointed Vice President, Trade Controls & Counsel of Airbus S.A.S. in April 2004.
Prior to joining Intelsat, Mr. Donovan served in a variety of international trade related positions at Lockheed Martin, Honeywell, and NASA. In 1994, he was appointed by the Assistant Secretary of State for Political-Military Affairs to serve on the Defense Trade Advisory Group (“DTAG”), a statutory advisory body to the Department of State, which advises on matters on international defense trade. His service on the DTAG includes the position of Vice-Chair of the Commercial Communications Satellite Committee in 2000-2001 where he was one of the principle architects and authors of the resultant regulation 22 CFR 123.27. Mr. Donovan has served on the Board of Directors of MCIP, a non-profit dedicated to helping immigrant inner-city public school students in Washington DC.
Mr. Donovan earned a Juris Doctor, cum lade, from the Washington College of Law at The American University where he served as Senior Critical Essays Editor of the American University International Law Review. Mr. Donovan received a Masters of Public Administration degree with a concentration in international management from George Mason University, and he earned his baccalaureate degree form The Catholic University of America. Mr. Donovan has appeared on the Fox Cable News Network as an expert in the field of trade controls and published an article in 2003 on the dichotomy between economic viability and national security in satellite trade controls, which appeared in the Journal of Space Law. Furthermore, in 2004, Mr. Donovan published an article on the regulation of the political risk insurance market as it deals with creeping expropriation in Across Borders International Law Journal.
