BIOGRAPHY - Mark Menefee   (As of February 15, 2005)  

Of Counsel, Baker & McKenzie LLP, Washington, D.C.

Mark is a member of the law firm Baker and McKenzie, specializing in international trade law, where he helps clients worldwide in this very specialized and demanding environment.

Formerly he was Director, Office of Export Enforcement, Bureau of Industry and Security, U.S. Department of Commerce. In that capacity he:

• Supervised 100 criminal investigators in eight regional field offices, an intelligence division, and five overseas posts.  Managed all aspects of investigations of possible violations of Export Administration Act, Export Administration Regulations, International Emergency Economic Powers Act, and related Federal criminal statutes.
• Led efforts by the law enforcement community to train exporters and freight forwarders to recognize and avoid possible illegal diversion schemes; provided guidance to companies concerning the administration of their regulatory compliance programs; assisted companies in resolving export control problems arising from specific transactions.
• Represented the U.S. Government in multilateral and bilateral meetings concerning export controls.  Provided guidance and training to export control officials in other Federal agencies and foreign governments.

Also served as Assistant Director for Investigations, Assistant Director for Field Support, Office of Export Enforcement,
Department of Commerce.

Mark earned a Juries Doctorate from University of Georgia, where he was Editor-in-Chief of the Georgia Journal of International and Comparative Law.. He also completed a Master of Arts degree from the University of North Carolina at Chapel Hill and B.A. Magna Cum Laude, from Trinity University, San Antonio, Texas. He is licensed to practice law in Texas, Washington D.C. and Maryland.
