BIOGRAPHY - JOHN P. PRIECKO
Vice President, Global Trade Compliance (As of April 5th, 2008)
Mr. Priecko is the Vice President of Global Trade Compliance, JPMorgan (JPM), Global Trade Services, responsible for a wide-range of diverse activities including the International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR) business and increasing opportunities throughout the US Government (USG) and public sectors. In addition, John focuses on global integrated trade compliance based on proven best practices and benchmarking. He also monitors education, training, recruiting and retention of Trade Management Consulting professionals. John is a liaison with US/foreign Governments, trade associations, academic institutions and other international organizations.
Before coming to JPM, Mr. Priecko acted as the Senior Export Administration and Compliance Officer for Headquarters (HQ), Department of the US Army. He oversaw export case review policies, processes and procedures including coordination of some 13,600 munitions and 2,500 dual-use cases, over 550 jurisdictional determinations and 110 disclosures (85 voluntary and 25 directed). Along with developing extensive computer based training, he was the interface with numerous USG Departments. He represented HQ Army on the ITAR US Munitions List review, the Defense Trade Advisory Group, President’s Export Council and many other USG interagency trade related committees.
Additionally, he’s President of the Certification Board of Governors (CBG), a non-profit 501(c)(3) organization that sets, monitors, maintains and refines certification standards for trade practitioners around the world. He’s Chairman of the CBG’s Ethics & Professional Standards Committee and is an online Instructor/Facilitator for the International Import-Export Institute (IIEI). He teaches Ethics in Trade Compliance and Empowered Official (EO) Essentials. John helped develop those courses and has also improved and updated other IIEI online classes including Understanding the ITAR, Understanding the EAR and the recently revised hands-on and more practically-oriented Export Compliance Documentation.
John served as the Director of International Trade Compliance/Programs and EO for several defense contractors and built “World Class” Best Practice-based Trade Compliance Programs from the ground up. He’s assisted inside and outside counsels during various inquiries and pending enforcement actions as well as providing in-depth advice and guidance to external and internal Special Compliance Officials following USG case settlements.
Further, he’s participated in a variety of comprehensive trade compliance audits and assessments to include a wide-range of follow-up corrective actions and preventive measures. He’s been an Expert Witness in conjunction with several interagency investigations dealing with the unauthorized transfer of sensitive controlled technologies.
Colonel Priecko retired in 1996 as an Air Force Command Pilot with more than 25 years and over 3,600 hours in the B-1B, B-52, KC-135 and T-38 with numerous awards and decorations. He is a Distinguished Reserve Officer Training Corps Graduate from the University of Arizona. Along with extensive B-52 Aircraft Commander/Instructor experience, he was handpicked as one of the first B-1B Operations Officers and Squadron Commanders.
He was on the Office of the Secretary of Defense Staff and Director of Outreach for the Defense Technology Security Administration. There he briefed and visited more than 60 US companies and some 40 other industry and professional organizations dealing with technology transfer in the dynamic and demanding international marketplace. He took part in internships in the US Senate and House of Representatives and a variety of other special USG international relations and policy programs.
John has a Bachelor of Arts (BA) in Architecture, BA in Art Design, Master of Arts (MA) in Psychology and MA in Aviation Management. He is a Certified US Export Compliance Officer® and Certified International Trade Educator® with 15 years of trade compliance experience. He’s a Subject Matter Expert, in the ITAR, voluntary and directed disclosures, jurisdiction determinations and trade compliance programs. John is a member of the Air Force Association, Council of Supply Chain Management Professionals, International Compliance Professional Association, IIEI, National Defense Industrial Association, National Defense Transportation Association and Society for International Affairs.
Mr. Priecko is a speaker at industry, USG and trade conferences, seminars, education, training, workshops and similar events to the associations noted above and other organizations like the Aerospace Industries Association, American Conference Institute, Industry Coalition on Technology Transfer, International Transportation Management Association, National Contract Management Association, National Council on International Trade Development, Partnering for Compliance and Practising Law Institute.

He’s put on export and trade compliance programs with the US Chamber of Commerce, law firms, US Commercial Service and World Trade Centers across the US. John has also briefed many foreign government and embassy representatives on US trade and export control policies, practices, procedures, processes and a wide range of timely associated “hot topics.”
